JOB DESCRIPTION

This position is located in the Office of Chief of Mission Support in the Office of the Special Envoy of the Secretary-General for Yemen (OSESG-Yemen). The Associate Environmental Affairs Officer will be based in Sana’a, Yemen and will report to the Chief of Mission Support.

Responsibilities
Under the supervision and direction of the Chief of Mission Support the incumbent will be responsible for performing the following duties: Environmental Monitoring and Risk Management:
• Assists in undertaking regular environmental inspections in all missions’ sites as well as contractors’ disposal sites if any, identifying priority potential risks and possible improvement of performance, and provides recommendations accordingly.
• Participates in conducting environmental assessments and surveys of operations in the missions, including Environmental Impact Assessments (EIA) in liaison with relevant sections/units.
• Assists in maintaining a record of environmental issues and actions taken at the mission, such as monitoring and keeping a list of potentially hazardous installations within the mission (e.g. petrol station, warehouse storing flammables) in cooperation with fire marshals or other staff at the mission designated to deal with emergencies. liaising with relevant sections and Military and Police Environmental Focal points to get a regular update on inventory of hazardous substances.
• Prepares initial drafts on investigations of complaints or reports of pollution, contamination, health hazards, and other environment-related incidents, keeping detailed records of the incidents and actions taken by the parties involved.
• Drafts and participate in writing periodic reports on environmental issues at the mission, to the Chief of Mission Support.
• Assists in advising relevant officers or offices on environmental issues arising from the assessments, studies, and plans, including environmental information relevant to the operations of the mission. Policy and Guidance:
• Supports the CMS in implementing the DOS environmental policy and drafts relevant specific guidance for the mission (including directives, Annual Mission Environmental Statement, Standard Operating Procedures, etc.) and inputs into Heads of Entity Compacts in these areas. • Assists in coordinating the annual development of the mission’s Environmental Action Planning and Performance (EAPP) with relevant sections and liaising with data owners to ensure that the mission’s Environmental Performance and Risk Management System is completed and submitted.
• Assists in the production of the Environmental Emergency Preparedness Plan with relevant offices. Awareness and Training/Mainstreaming:
• Assists in promoting awareness on environmental issues.
• Participates in the preparation of an environmental briefing to all mission personnel including police and military contingents during their induction training.
• Assists the supervisor in mainstreaming the environment into mission-level SOPs, and other relevant guidance and processes.
• Assists the supervisor in engaging with contractors, in close coordination with contract management colleagues, on responsibilities when relevant. Coordination and Partner Relations:
• Liaises and coordinates environment-related activities with relevant local and national authorities and the office of the United Nations Resident Coordinator and relevant United Nations bodies and agencies present in the country or region hosting the mission, as well as regional organizations and diplomatic community when relevant using knowledge of own country environment and culture.
• Carry out any other tasks required to support the DOS Environmental Policy for UN Field Missions and the environmental objectives of the mission as guided by the Supervisor.

demonstrated ability to apply good judgment in the context of assignments given. Good computer skills including knowledge of MS Office suite, Architectural and engineering BIM (Building Information Modeling) software, Photoshop, and animation software.

Education
An advanced university degree in environmental management, environmental science, environmental engineering, environmental law or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of two years of progressively responsible experience in environmental management in local or international setting is required. A combination of engineering work experience with focus on environmental affairs is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic (both oral and written) is required.

Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
