Job Description

The UNOPS Middle East Region (MR) provides strategic leadership, performance oversight, and support to UNOPS operations across Iraq, Jordan, Lebanon, Syria, Yemen, and the State of Palestine. About the Country/Multi-Country Office
Established in 2004, the UNOPS Amman Multi-Country Office (MCO) provides strategic and operational support to partners across Jordan, Syria, Lebanon, Iraq, Yemen, and the Gulf countries. The MCO delivers solutions that address development, peace, and humanitarian challenges through infrastructure, procurement, project management, and human resources services. Working in close collaboration with national governments, UN agencies, and donors, the office supports efforts to advance the Sustainable Development Goals. Its portfolio includes large-scale operations focused on improving essential services, strengthening national systems, and enhancing resilience in complex and fragile settings.

About the Project Office
The UNOPS Yemen Country Office supports partners in restoring essential infrastructure and public services amid a protracted, multifaceted crisis.. Operating since 2013, the office delivers integraged interventions in urban services, energy access, health, water and sanitation, transport, and solid waste management sectors.The office also facilitates operational support for UN partners. With strong coordination across the different stakeholders, UNOPS Yemen supports the strengthening of local capacities and contributes to peacebuilding, recovery, and sustainable developmemt efforts.

Job Specific Context
This role supports the development and implementation of stakeholder engagement for the YEEAP II project. The position focuses on assisting in the identification and mapping of key stakeholders, cultivating partnerships, and establishing mechanisms for regular consultation and feedback. This includes supporting communication efforts through the development of content for various platforms, assisting in the organization of events, and contributing to the creation of program materials. The role also involves supporting knowledge building and sharing, and providing analytical support for project development, all within the framework of advancing the YEEAP II project’s goals

Role Purpose
Under the guidance of the Project Manager, this role supports the development and implementation of stakeholder engagement for the YEEAP II project.

Functions / Key Results Expected
1. Community Outreach, Energy Advocacy, and Local Partnerships

Support community outreach and engagement activities targeting rural and peri-urban residents, youth, health facility administrators, and local shopkeepers to promote the benefits of solar energy solutions.
Maintain regular communication with local community leaders to build trust and ensure safe project access in YEEAP II target governorates.
Establish mechanisms for regular stakeholder consultation and feedback to ensure the YEEAP II project is responsive to stakeholder needs and priorities through surveys, focus groups, workshops, and online forums.
Assist in organizing gender-sensitive meetings and consultations, ensuring that women, displaced persons (IDPs), and marginalized groups have a voice in energy access priorities.
Collect and document community feedback regarding solar equipment performance and technical support needs, ensuring the project remains responsive to local realities.
Support coordination with local authorities, technical institutes, and microfinance institutions (MFIs) relevant to the solar energy value chain.
2. Strategic Stakeholder Management & Mapping

Assist in identifying and mapping key stakeholders, including the Ministry of Electricity and Energy (MoEE), local NGOs, private sector solar distributors, and international partners, mapping their influence and interests, and designing tailored engagement plans.
Support the development and implementation of a comprehensive Stakeholder Engagement Plan (SEP) that aligns with international environmental and social standards (ESS).
Support the Project Manager in documenting strategic partnerships that aim to scale up solar microgrids and household solar kits across Yemen.
Assist in preparing programme concept notes and presentation materials that use data-driven insights to influence energy policy and private sector investment in Yemen’s renewable sector.
3. Events, Visibility, and Knowledge Management

Support the design and implementation of campaigns (e.g., “Solar for Yemen”) that raise awareness about renewable energy benefits and climate resilience.
Support the organization of events, webinars, and workshops, including preparing inputs for high-level forums like COP or regional energy summits where YEEAP II progress is showcased.
Facilitate knowledge building by documenting “lessons learned” from field implementations and utilizing YEEAP systems to share Yemeni energy-access data globally.
Collaborate with communication teams to manage social media and website updates specifically related to YEEAP II milestones.
Assist in preparing community-focused stories, short articles, and content for public communication materials.
4. Operational, Logistical, and Compliance Support

Coordinate logistical arrangements for technical training and community workshops, including site selection in high-security environments and procurement of training materials.
Maintain organized records of stakeholder interactions, attendance lists to ensure transparency and accountability.
Support the operational aspects of community activities, including the coordination of small procurements for local awareness events and tracking activity-related expenditures.
Ensure all engagement activities adhere to safety protocols and gender-mainstreaming guidelines specific to the Yemen context

Competencies
Education Requirements
Required

Bachelor’s degree in energy, engineering, law, political sciences, economics, communication, business administration or a related field with a minimum of 2 years of relevant experience

Experience Requirements
Required

Minimum of two (2) years of progressive professional experience in community and stakeholder engagement, partnerships development, or related fields

Experience in the use of collaboration and productivity tools (e.g. MS Office, G-Suite, etc) and web-based management systems is required.

Strong knowledge of the Yemen context.

Desired

Experience of working in multicultural environments or UN system organizations in a developing country is desired.

Demonstrated experience in working collaboratively and respectfully within multinational, multicultural work environments engaging effectively with colleagues at all levels.

Excellent working knowledge on communicating, reaching out and dealing with unique communities.

Experience in the organization of webinars, events, workshops, or meetings.
